The Great Seal’s “Arms” is the eagle below; the “Crest” is above it.
The 1782 law for the great seal was written in Heraldic terms by Charles Thompson. Thompson was secretary of the Continental Congress and a Latin scholar. He hired an expert to write it. The meaning of the eagle is us citizens. The shield with 13 stripes represents the 13 states, with a top over it, a “Chief” standing for Congress protecting and prospering Citizens, the purpose of our Union of States. The Crest over the eagle stands for God, the lone star in the 12 “star of David” pattern watching over us 24/7 represented by the clock like face surrounding it. The outer circle of clouds: “love your neighbor.”
Anything But Income Tax, No IRS (No Income Tax prior to 1913 Amendments): Our founder’s strategy was a government to foster and grow Commercial Businesses for every man and woman without any income taxes. Graduated income tax, Amendment 16, violated the uniform Rule Contract. Federal revenue was to be raised by indirect taxes, duties, and tariff “tolls” along the supply chain “highway.” “
All Laws Necessary and Proper” [Article I Section 8 Clause 18] provides a modern version of “Value Add Tax,” at the time of sale, automated by State computers tied to suppliers and customers in that State. Public-private partnerships by a National and State Community Banks are sources of lending for all Commercial businesses, with both Governments making interest from Structured Financing Deals.

This illustration in “The Eagle and The Shield,” the U.S. State Department’s official history of the Great Seal of the United States published in 1976 for the bi-centennial, is significant as it shows President FDR’s corruption of Charles Thomson’s official design in heraldic terms of the Great Seal that became U.S. law in 1782. As depicted on the 1935 Dollar is what is termed an “artifice” of fraud, so called because it depicts a “misrepresentation of material fact,” the definition of fraud.2
The Great Seal of the United States “The Eagle and The Shield obverse side was made into an impression die, the reverse side was not. The Great Seal impression is used to certify foreign treaties and other important documents like trade agreements.
James Madison, Federalist No. 37: “It is impossible for the man of pious reflection not to perceive in it [the Constitution] a finger of that Almighty hand which has been so frequently and signally extended to our relief in the critical stages of the revolution.” Heraldic practice with the Eagle (us) facing the Pyramid on the $1 Bill means “Government is your god and you are its servant,” a blasphemous insult to our Constitution and its Framers.

DOLLAR BILL FRAUDS SYMBOLIZE OUR ABOLISHED REPUBLIC TRUTH I.
“Undoubtedly more Americans see the design of the Great Seal—obverse and reverse—on the back of the dollar bill than in any other form …the reverse side of the Seal, a pyramid; with the Latin phrase Novus Ordo Seclorum, under the date of the Declaration of Independence on the foundation. In a 1782 letter to Congress, its Secretary, Charles Thomson said this design signified “the beginning of the New American Æra, which commences from that date…
‘The Great Seal’ as it is found under the reverse side of the Seal on the left” was Roosevelt’s idea for a dollar bill.”3 who took Thomson’s 1782 law to mean his “New Deal of the Ages” echoing President Woodrow Wilson.
Wilson’s 3 Acts in 1913, Amendment 16 and 17 and Federal Reserve [reverse] Bank, illegally abolished our Founders and Framers Constitution. President Washington and James Madison in Congress had made it a Contract unanimous by all the States, December 15, 1791.

States DUTY Federal Gold and Silver Coin to pay bills: Article I Section 10 Clause 1
Constitution [Article I Section 10 Clause 1], [5] below, requires States to use gold and silver Coins to pay their bills. Alexander Hamilton also observed there are only 3 cases of exclusive Federal Government jurisdiction and that the rest are State Supreme Courts’ “Concurrent Jurisdiction” with Supreme Court. And the Supreme Court’s “Political Question Doctrine” lets State supreme Court sidestep it.
The Contract for our Constitution, Bill of Rights, and System of Government and Finance was to protect and prosper our individual businesses. Christ’s words in Luke 19: Treble damages restitution for our Income Tax fraud. Christ’s command: “put this money to work until I return.”
These Democrat Party frauds against all Citizens make this impossible. As John Jay said in Federalist No. 64 “Although the absolute necessity of system, in the conduct of any business, is universally known and acknowledged, yet the high importance of it in national affairs has not yet become sufficiently impressed on the public mind.”

States can replace and ban Citizens income tax with State collected time of sale “subtractive method” VAT taxes, a Biblical principle, Luke Chapter 19 – with 19:13 as the divide between income tax fraud (direct taxes) and state leaders helping Citizens make Money they can keep. Jesus instructs these leaders to help us put our “money to work” in Commerce then tax results (indirect tax).
Our states can use the Federal Constitution and State Supreme Courts to regulate, control, and manage the Federal Government with concurrent jurisdiction as they did before this was illegitimately taken away from States by Democrat Party Amendments 16 and 17 in 1913.
Standing Armies term limit, [Article I Section 8 Clauses 12, 16], and related Clauses let States appoint Commanders and take over US army bases to rein in Federal overreach. The rules of [Article V] let States change the Constitution without Congress.
A National Strategy, The Great American System of Revenue
Alexander Hamilton in the strategy Federalist Papers, Numbers 9 to 15, asserted the only way the Federal Government can get Revenue is from Commerce. Our Founders viewed income tax as evil, Hamilton called it extortion and called for collectors of it to be punished for crimes against the State. (Federalist No. 83)
STATES’ DUTIES UNDER THE REPUBLICAN FORM (SYSTEM) GUARANTEED
The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion;* * * [Article IV Section 4 Clause 1] The Constitution Demands Our States Prosper Its Citizens and Protect Us from Federal Usurpation of Our Power. Our States Duty is to control, regulate and manage the Federal Government. The Constitution has only three exclusive Federal jurisdictions. State Courts have concurrent jurisdiction with all other matters. The Supreme Court Political Question Doctrine gives State Supreme Courts precedence in these matters.
States Amend Constitution without Congress [Article V], to abolish 16th, 17th Amendments.
Restores States and Our Sovereignty and rids us of two-party ‘system’ fraud these ‘amendments’ created.
Public-Private Financing: Restore First Bank of the United States to fund commercial ventures with Community Banking for all Citizens in competition with big bank corporations and Wall Street.
Value Add Tax (VAT): Congress to restore our Agency and Trust of State and Federal Governments. A Value-Add Tax (VAT) and Federal Trade Judge as national “Chief Restructuring Officer” to make VAT and protective tariffs “judicious” to replace income tax.
New Money required by ARTICLE I Section 10 Clause 1: New Silver $1 and gold $100 Coins anchor low and high paper Money between those values. Require competent, non-political leaders at all levels of State and Federal Government. Trade and professional guilds replace political parties, set minimum income levels based on skills. No more political parties or unions or pay-to-play politics. Standard State jurisdictions run by State Computer Systems with Artificial Intelligence powered by the Constitution.
States Prosecute Treason [Article III Section 3] (Judicial Power like the Supreme Court)
Charges filed, all protections of Government Officials are terminated (in every Article of our original Constitution). States prosecute treasonous Officials, the new Congress determines their punishment, States make Judgments.
At the end of a 2-year Term limit, a declared War Ends. [Article I Section 8 Clause 11, 12, 15]
United States Army Bases return to States’ Militia (No Standing Armies): after 2 years of not funding a war somewhere, Army Bases return to State Militias [Section 8 Clause 12, 15, 16] to be commanded by them [Section 8 Clause 12, 16].
A Permanent Navy protects Manufacturing Supply Chains [Section 8 Clause 13]. Congress can Declare War, raise and support Armies, but It has no Constitutional “standing Armies” authority, only a Navy. It must only support the Militia, Navy, State Officers and Bases; [Clauses 15, 16],
“To provide for calling forth the Militia [Clause 15] to execute the Laws of the Union, suppress Insurrections and repel Invasions;”
Congress pays for all Militias, [Section 8 Clause 12, 16]
“To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;” [Section 8 Clause 12, 16].
Technically we have seen continuous overreach and insurrection by Congress on the States (and us) since 1913. James Madison, Federalist No. 46, that when this happens, States will conspire to apply the “remedies deposited by the Constitution.” In addition to the above, one is that States take over their army bases and install their own commanders to put a halt to “Standing Armies.”
