Founder David Eshleman’s Career History

Mr. Eshleman’s career began as USAF Titan IIIB Project Officer on spy satellite Gambit-3 Program 110, one of the first Systems Engineers formally educated by the Air Force Space Systems Division, now the SPACE FORCE

Technology solutions and position papers on Titan IIIB booster flight control’s reliability and propellant purity, attested by Space Systems Col. Roy Worthington, engineering chief for Col. Lee Battle, who originally reported to President Eisenhower to create the spy satellites, with Gambit-3 credited for ending the Cold War. The USAF Chief Scientist in Air Force Headquarters wrote a letter attesting this.

The Founding of Constitution Power

The inception of Constitution Power and this website was sparked by a straightforward request by the U.S. Department of the Air Force Chief Scientist Office and its assigned Military Assistant, a Colonel,
to publish a paper on systems engineering—an area of expertise taught to Mr. Eshleman. This endeavor emerged from her clear observation: “the Generals have forgotten it.”

The Letter about Mr. Eshleman 

“In 1968, you were able to form and lead a small group team to completely redesign the Titan IIIB’s pre-launch testing process. Your teamwork was completed in 5 months, resulting in shorter launch cycle times, enabling quicker response to potential Soviet Bloc threats while saving money due to the fewer hours needed to man each launch.

An estimated $20 million was saved over Gambit-3’s 21-year life. It was also the only program of its kind
that returned money from the budget at its end. Your work turned out to be an exemplary systems engineering project, directly supporting two of four Intelligence Community goals for surveillance photography: emergency response and timeliness.

This was why Leonard Marks Jr., former Assistant Secretary of the Air Force, presented an award to you in 1969 at Vandenberg AFB for your effort. This letter is to acknowledge your contribution to Gambit-3 ‘for the record.’ Gambit-3 was credited as providing the technological and knowledge “edge” that enabled the U.S.A. to win the Cold War by late President Reagan in a commendation sent to the NRO in 1984.

You played a pivotal role in enabling this success by enabling faster and more reliable launches of these vital satellites.”

Other Significant Accomplishments

Mr. Eshleman recovered an unknown contaminant in Titan IIIB rocket propellant, enabling the flight of Apollo 8 on Christmas Eve, 1968. As the crystals in the vial from the Air Force Rocket Propulsion Lab (AFRPL) show, they are only intact in the propellant environment, a reddish gas. It can also turn this Nitrogen Tetroxide propellant to “jello,” causing flow decay in large rockets. His discovery and a supply chain map presented at a June 4, 5, 1968 Conference of 70 space scientists and engineers paved the way for Apollo 8 and Apollo 12 moon landing before 1970, as President John F. Kennedy promised

Later, as Launch Controller, Mr. Eshleman led countdown and launch activities for two Gambit-3 missions:
1968, the first color pictures of Russia and China, 1969, the first successful thin film burst 
photography mission (declassified Perry Histories from NRO.gov). The combination of all things and intense volume of pictures had overtaxed analysts’ abilities, resulting in the 1969 award (letter above).

Mr. Eshleman's Educational Background 

Mr. Eshleman has a BS in Electrical Engineering from North Carolina State University and two years of U.S. Air Force graduate-level education in aerospace systems engineering, orbital mechanics, Agena-D spacecraft and Polaris submarine ICBM from Lockheed Missiles and Space Corporation; Titan rocket engines from Aerojet General Corporation; Titan IIIB spacecraft/payload booster from Martin-Marietta Corporation and spacecraft operations from the Air Force while at Vandenberg AFB.

After his Air Force service, Mr. Eshleman completed two years computer science at IBM Corporation and taught mainframe computer systems to 7 academic Deans at NC State University. In 1996, he earned an Executive MBA from the Weatherhead School of Management at Case Western Reserve University in Cleveland, OH. Mr. Eshleman is formerly a state licensed professional engineer.

7. Restoring American Manufacturing: Abolish Taxes on “Existing and Producing”

Alexander Hamilton concludes his “great American system” of Finance in Federalist No. 36: “if the exercise of the power of internal taxation by the Union should be discovered on experiment to be really inconvenient, the federal government may then forbear the use of it, and have recourse to requisitions [from states] in its stead.” “the existence of such a power in the Constitution will have a strong influence in giving efficacy to requisitions [from states]. When the States know that the Union can apply itself without their agency, it will be a powerful motive for exertion on their part.

Direct taxes “were tax demands on existing and producing.” Indirect taxes “were levies on consuming, [tolls], and certain transactions. Before the Revolution there had been much discussion of the difference between “internal” taxes (levies imposed within jurisdictional boundaries) and “external” taxes (levies on foreign trade). That was not the same as the difference among direct and indirect taxes, however. Although all direct taxes were internal, some indirect taxes—excises, were internal.”

The

Alabama Rep. Barry Moore in 2025 introduced the “Why Does the IRS Need Guns Act” stating that “there are transferred to the Department of Justice the authorities, functions, personnel, and assets of the Criminal Investigation Division of the Internal Revenue Service…” taking aim at IRS to strip its agency of guns and ammo. “The only thing IRS agents should be armed with are calculators.” Hamilton termed individual Income Tax “extortion” that collectors commit crimes against the States, Federalist No. 83. “Requisitions” to a Value Add Tax (VAT) States collect, can replace Income Tax.

Clinton Rossiter’s Federalist Papers 1961 Edition “Note on Text” states that “* * * The text of this edition of The Federalist is taken directly from the first, so-called “McLean edition” of 1788. It shows the last paragraph in Hamilton’s Federalist No. 36 on the “system of finance” topic as: “* * * I have now gone through the examination of those powers proposed to be conferred upon the federal government [starting in Federalist No. 23, stating he was doing just that] which relate more peculiarly to its energy, and to its efficiency for answering the great and primary objects of union. There are others which, though omitted here, will, in order to render the view of the subject more complete, be taken notice of under the next head of our inquiries.* * *”

He refers to Madison’s Power Pyramid classes of Federal Powers, Federalist Nos. 37-51, which will bring it full circle. The language in the Library of Congress’ version of Federalist Papers ends No. 36 by having Hamilton say this: “I have passed over in silence those minor authorities, which are either too inconsiderable to have been thought worthy of the hostilities of the opponents of the Constitution, or of too manifest propriety to admit of controversy” implying he is dropping the issue and will not go further.

This obfuscation invalidates everything from “systems of government” to “system of government,” Federalist No. 30 to 36 that ran our country from 1791 to 1913, our Founders’ original Constitution.

However, the real Hamilton concluded “that a further and more critical investigation of the system will serve to recommend it still more to every sincere and disinterested advocate for good government and will leave no doubt with men of this character of the propriety and expediency of adopting it. Happy will it be for ourselves, and most honorable for human nature, if we have wisdom and virtue enough to set so glorious an example to mankind.” “PUBLIUS”
