About Us
At Constitution Power, from successful system experiences, we help businesses navigate the intricacies of governance using the words of our Founders and Framers – not opinion polls or politics. They built in 3 powerful means in our Constitution for our States to gain control of the Federal Government systems to regulate and manage it the way they designed it.
Major Fortune 500 projects were executed with visual system models and maps like Lockheed Missiles and Space used to design the Agena-D Spacecraft for the 20-year Gambit-3 spy satellite program. The Federalist Papers studied for these courses were broken down to discover Systems of Government and Finance, and show their use in the Constitution for Forms of Government.

Big Multinational Manufacturing Company Strategies
Founder David Eshleman’s Career History
Mr. Eshleman’s career began as USAF Titan IIIB Project Officer on spy satellite Gambit-3 Program 110, one of the first Systems Engineers formally educated by the Air Force Space Systems Division, now the SPACE FORCE
Technology solutions and position papers on Titan IIIB booster flight control’s reliability and propellant purity, attested by Space Systems Col. Roy Worthington, engineering chief for Col. Lee Battle, who originally reported to President Eisenhower to create the spy satellites, with Gambit-3 credited for ending the Cold War. The USAF Chief Scientist in Air Force Headquarters wrote a letter attesting this.
The Founding of Constitution Power
The inception of Constitution Power and this website was sparked by a straightforward request by the U.S. Department of the Air Force Chief Scientist Office and its assigned Military Assistant, a Colonel,
to publish a paper on systems engineering—an area of expertise taught to Mr. Eshleman. This endeavor emerged from her clear observation: “the Generals have forgotten it.”
The Letter about Mr. Eshleman
“In 1968, you were able to form and lead a small group team to completely redesign the Titan IIIB’s pre-launch testing process. Your teamwork was completed in 5 months, resulting in shorter launch cycle times, enabling quicker response to potential Soviet Bloc threats while saving money due to the fewer hours needed to man each launch.
An estimated $20 million was saved over Gambit-3’s 21-year life. It was also the only program of its kind
that returned money from the budget at its end. Your work turned out to be an exemplary systems engineering project, directly supporting two of four Intelligence Community goals for surveillance photography: emergency response and timeliness.
This was why Leonard Marks Jr., former Assistant Secretary of the Air Force, presented an award to you in 1969 at Vandenberg AFB for your effort. This letter is to acknowledge your contribution to Gambit-3 ‘for the record.’ Gambit-3 was credited as providing the technological and knowledge “edge” that enabled the U.S.A. to win the Cold War by late President Reagan in a commendation sent to the NRO in 1984.
You played a pivotal role in enabling this success by enabling faster and more reliable launches of these vital satellites.”
Other Significant Accomplishments
Mr. Eshleman recovered an unknown contaminant in Titan IIIB rocket propellant, enabling the flight of Apollo 8 on Christmas Eve, 1968. As the crystals in the vial from the Air Force Rocket Propulsion Lab (AFRPL) show, they are only intact in the propellant environment, a reddish gas. It can also turn this Nitrogen Tetroxide propellant to “jello,” causing flow decay in large rockets. His discovery and a supply chain map presented at a June 4, 5, 1968 Conference of 70 space scientists and engineers paved the way for Apollo 8 and Apollo 12 moon landing before 1970, as President John F. Kennedy promised

Later, as Launch Controller, Mr. Eshleman led countdown and launch activities for two Gambit-3 missions:
1968, the first color pictures of Russia and China, 1969, the first successful thin film burst photography mission (declassified Perry Histories from NRO.gov). The combination of all things and intense volume of pictures had overtaxed analysts’ abilities, resulting in the 1969 award (letter above).

Mr. Eshleman's Educational Background
Mr. Eshleman has a BS in Electrical Engineering from North Carolina State University and two years of U.S. Air Force graduate-level education in aerospace systems engineering, orbital mechanics, Agena-D spacecraft and Polaris submarine ICBM from Lockheed Missiles and Space Corporation; Titan rocket engines from Aerojet General Corporation; Titan IIIB spacecraft/payload booster from Martin-Marietta Corporation and spacecraft operations from the Air Force while at Vandenberg AFB.
After his Air Force service, Mr. Eshleman completed two years computer science at IBM Corporation and taught mainframe computer systems to 7 academic Deans at NC State University. In 1996, he earned an Executive MBA from the Weatherhead School of Management at Case Western Reserve University in Cleveland, OH. Mr. Eshleman is formerly a state licensed professional engineer.
Legal Scholarship on State Sovereignty, System of Government and Finance
“A rule of law contained in the Constitution prevails over any act, policy, or practice of government inconsistent with that Constitutional rule – who properly has the power to interpret and apply the Constitution? The text of the Constitution simply does not say.”
[Paulsen, Calabresi, McConnell and Bray, The Constitution of the United States
Thomson Reuters/Foundation Press, New York, NY; 2010, (with legal disclaimer)]
From a 1979 NC State University Course on Contracts, taught by Dr. Raymond Taylor, the Executive Officer of The Supreme Court of North Carolina, Mr. Eshleman recognized that James Madison in Congress and George Washington first President of the new Nation had created a Contract for a Federal Government that Ron Chernow documented in his biography “Washington a Life.” Thus the Declaration of Independence Form of Government, a system, with the Constitution, Bill of Rights, and the Systems of Government and Finance was a firm Contract for States benefit ratified unanimously by all the States, December 15, 1791.
In 1913 Senators would no longer be loyal to their States or the individual needs of all citizens of those States. Special Interests prevailed. Wall Street financing “Capitalism” replaced government economic development “Commercialism,” by the 20% Government-owned First Bank of the United States and “Public-Private Partnerships.” Citizens who would eventually be an enlightened, highly educated Middle Class were severed from reasonable means of financing business ventures. Alexander Hamilton had termed this the “great American System” of Finance, Federalist No. 11, and “the genius of the People of America,” Madison, Federalist No. 39. Political Parties became powerful monoliths, Madison’s greatest fear, Federalist No. 37, “The genius of republican liberty seems to demand… that those intrusted with it should be kept in dependence on the people, by a short duration of their appointments [term limits];
The 16th Amendment “gives Congress the power to impose income taxes without apportionment among the states according to the census. … the federal government was always strapped for cash and reliant for income only on tariffs on foreign trade. After 1916, the federal budget exploded size, and Congress spent much of the resulting money on “grants” to the several states with “strings” attached requiring the states to give up a constitutional power if they wanted to receive federal money. In retrospect, the sixteenth Amendment was the death knell for a robust conception of state power.”
Paulsen, M.S., Calabresi, S.G., McConnell, M.W., Bray, S.L.; The Constitution of the United States;
Thomson Reuters/ Foundation Press, New York, NY 10004; 2010, from Chapter 4 “FEDERALISM”
The 17th Amendment changed election of senators by state legislatures to popular vote “reversing one of the major structural compromises of the Constitutional Convention.” …abolishing “representation of states as states in the national legislature and thus removing the Constitution’s principal structural protection for federalism. …Prior to the Seventeenth Amendment, every federal law required the approval not only of representatives of a majority of Americans, but also representatives of the state governments – a powerful protection for the balance of power between federal and state governments.”
